It is worth separating two things that get bundled together. SIL is the support; SDA is specialist housing for people whose needs require purpose-built design. They are funded separately, and plenty of people have one without the other.
The south-east has more housing options than the outer regions, which makes a considered choice possible rather than taking whatever is vacant. That is worth using — the people you live with shape daily life at least as much as the building does.
Location does a lot of quiet work: distance to transport, to a GP, to family and to whatever fills your week. Somewhere technically suitable but cut off from all of it rarely holds up.
